Yesterday’s Autumn Statement contained little detail relating to the various announcements that we had potentially been expecting relating to the Recruitment Industry, and it seems that we will need to wait for draft legislation to be published on the 9th of December for full details.

As expected, the Chancellor confirmed that with effect from the 6th April 2016, there will be legislation in place to restrict travel and subsistence relief for workers engaged via an intermediary – so for Outsource UK contractors, either an Umbrella Company or their own personal service company. It is unclear from the announcements yesterday exactly what the criteria will be in order to determine employment status – and therefore whether tax relief can continue to be claimed – so we will need to wait until the 9th of December for further updates.

There has been a lot of media speculation in the last couple of weeks about IR35, and possible changes to this legislation, however there was no direct announcement on this subject yesterday.
